
Former president of the Comparative and International Education Society. Served as Policy Advisor in Education to the governments of Ethiopia, Indonesia, and Sri Lanka. With Noel McGinn, coordinated the International Handbook of Education and Development: Preparing Schools, Students and Nations for the Twenty-First Century. Collaborated with Yoshiya Abe and John Hawkins in a study of the U.S.-Japan International Educational Relationship which resulted in the report Towards Transnational Competence which was discussed in a number of symposia in both nations.
